Approval of safety report

According to the Chemicals Act, the safety report is a mandatory document for enterprises with major hazard category A. The report shall include a risk assessment. 

Requirements for the company safety report are set out in the Minister of Economic Affairs and infrastructure02.02.2016. a Regulation No 18 'requirements for mandatory documents of enterprises with dangerous and major hazards and their preparation and information to the public and notification of accidents1'in § 4. 

The undertaking shall submit the safety report for approval to the Consumer Protection and Technical regulatory Authority, who shall submit it to the Rescue Board. The Consumer Tarbijakaitse ja Tehnilise Järelevalve Amet shall approve the safety report in cooperation with the Rescue Board. The analysis shall be coordinated with the inspector of the Safety Oversight Bureau of the Rescue Board.

Guidance for the preparation of the safety report: 

  • The Rescue Board and the Consumer Protection and Technical regulatory Authorityinstructionon the risk assessment arising from the Chemicals Act. 
  • The concentration values of a chemical are determined on the basis of literature and database data for each specific chemical. The most common corresponding concentration values for chemicals are given in the Rescue Boardin instructional material.
