Local government crisis manager the service is intended for local authorities to support the existing crisis team and to ensure regulatory obligations in resolving emergencies or crises. The crisis manager is an external partner who consults and helps local governments to orientate themselves in sector-specific regulations, best practices in crisis preparedness, the choice of cooperation partners, documentation and policy-making. Our external representative supports and represents the customer to the extent and under the conditions agreed in advance. With a cooperation agreement of at least 12 months, it is possible to assign the representative a job title which is compatible with the client's structure and the right of representation of the supervisory board (Tööinspektsioon, Päästeamet, etc.). The customer pays for the consulting service based on the current hourly rate. The safety manager performs a general inspection at the construction site at least once a week, during which the maintenance of the construction site and the work equipment used in the construction work, including scaffolding, ladders and lifting equipment, and compliance with occupational health and safety requirements are checked. On the construction site, the movement routes and their marking shall be checked and maintained if necessary; firmness and strength of work platforms; electrical installations which may be affected by precipitation; hazard labels; the use of personal protective equipment, storage of hazardous substances and combustible materials; the existence and maintenance of primary fire extinguishing equipment; the safety of excavation works; safety and competence of high-performance works; safety and competence of fire works; compliance with environmental requirements, etc. reports shall be drawn up on the inspections carried out at the construction site, which shall set out the persons who participated in the inspection, the time of the inspection, the deficiencies discovered and any suggestions for improvement. The auditee must be able to answer the question whether the requirement laid down by law is fulfilled in the enterprise, the activities prescribed are organised and how does this work in practice? Depending on the specificities of the enterprise or agency, compliance with all requirements of the Act may not be necessary and will be ascertained during internal control. SHEQ Representative

SHEQ representative The (Safety, Health, Environment, quality) service is designed to support a team of a company or organization that must have at least one of the following:

Occupational risk assessment

Submission of risk assessment is mandatory for employers and must be provided The self-service environment of the Labour Inspectorate. In the course of the risk assessment, we determine the risk factors of the employer's working environment, assess the size of the risk, or risks, and determine measures to reduce the risks. If necessary, the parameters of the hazard factors (e.g. noise, vibration, chemical composition of air, etc.) shall be measured. Activities related to risk analysis include, for example:
  • familiarizing yourself with existing work processes and manuals;
  • chat with management and employees
  • visiting the working environment;
  • drawing up the necessary questionnaires;
  • drawing up a summary;
  • drawing up a risk reduction action plan.

Risk analysis audit

The purpose of the risk analysis audit is to identify and evaluate changes in the risks in the working environment. The audit shall be carried out in cooperation with the client and only the parties necessary for carrying out the audit shall be involved. We will carry out the audit in stages:
  • access to risk analysis;
  • gathering information on the working environment, the working process and employees;
  • identification of occupational hazards;
  • risk assessment relating to risk factors;
  • assessment of activities to eliminate or reduce risk;
  • documentation of risk assessment.
It is reasonable to carry out a risk analysis audit whenever processes, activities or sites change within an organisation. The external auditor is independent and his involvement provides greater added value to the organisation's sector-specific team. Ventilation maintenance

Cleaning of ventilation systems is mandatory and according to EVS 812-2:2014 fire safety of construction works, the frequency of cleaning must be at least once a year, with maintenance intervals not exceeding 365 days. Ventilation ducts for professional kitchens must be cleaned according to the intensity of use:
  • at least once a quarter if the equipment is used 12 h/day –16 h/day;
  • at least once a half-yearly period if the equipment is used 6 h/day –12 h/day;
  • at least once a year if the equipment is used 2 h/day -6 h/day.
The service includes one system fire safety inspection and 1 h cleaning in the Harju County area. Elsewhere in the area or for more ventilation systems, ask for a personal offer.

Fire safety guidance for employees

When starting work, all employees must undergo fire safety instruction. This includes knowledge of procedures necessary to prevent fire, evacuation plans, use of fire extinguishing equipment and safety rules. Many establishments have separate responsible persons who organise fire safety and ensure that all requirements are complied with. These individuals supervise staff, conduct regular exercises and prepare risk analyses. We train different organisations across Estonia and adjust the guidance according to the nature of the work. In manufacturing plants, for example, we focus more on machine and equipment safety, while in office buildings we emphasize behavior in case of evacuation and electrical safety. During the training, we can carry out practical exercises where employees can try using fire extinguishers and other tools in a controlled environment.
