The main objective of fire safety services is to ensure the purposeful compliance with the fire safety requirements arising from the law and to find the best and most effective solutions to existing situations. In cooperation with the various parties, thorough supervision will be exercised over both fire safety services and products used to ensure fire safety. This includes both compliance with technical regulations and compliance with standards. 

The services under supervision include a number of important roles. Among them are the designers of the building, whose proper performance is closely related to the general security requirements. Owner supervisors shall be responsible for the maintenance of the objects and the maintenance of security standards. Potters and chimney sweepers ensure the safety of heaters and chimney systems. In addition, fire safety experts and fire safety specialists who provide professional advice and assessment will contribute. The work of designers, builders and carers of the fire alarm system is also under control, which is critical to the smooth functioning of early warning systems. Designers, builders and caregivers of fire extinguishing systems and smoke extraction systems also play an important role in preventing fires and minimising the damage caused by them. Inspectors and caregivers of the fire hose system and fire extinguisher work to ensure that equipment does not malfunction and is always operational. 

Among the products to be inspected are a variety of elements, all of which must comply with current safety standards. Heaters and chimneys shall be manufactured and installed in such a way as to eliminate flammability. Connecting flues, fire protection products shall be tested and certified in accordance with the regulations in force. The list is not exhaustive and, depending on the problems that arise, other problem services and products will also be addressed. Careful selection and periodic inspection of flammable materials and equipment will help reduce the risk of accidents and protect property and human lives.

Fire safety inspection

As of March 2021, owners of major office buildings, industrial and warehouse buildings and garages will have to hold a fire safety review. The inspection shall be carried out once every three years and the person conducting the inspection shall enter the data in the fire safety inspection portal.  Fire safety inspection must be carried out: 
  • in an office building with a surface area exceeding 750 m2 
  • industrial and storage buildings with an area exceeding 1000 m2 
  • garage with a surface area exceeding 1000 m2
Only a fire safety specialist level 5 or a person with a fire safety expert level 6 invitation can perform the inspection.  The price of the service includes 1 hour of specialist work during which further activity is mapped and valued according to the actual work volume. 

Local government crisis manager

Local government crisis manager the service is intended for local authorities to support the existing crisis team and to ensure regulatory obligations in resolving emergencies or crises. The crisis manager is an external partner who consults and helps local governments to orientate themselves in sector-specific regulations, best practices in crisis preparedness, the choice of cooperation partners, documentation and policy-making. Our external representative supports and represents the customer to the extent and under the conditions agreed in advance. With a cooperation agreement of at least 12 months, it is possible to assign the representative a job title which is compatible with the client's structure and the right of representation of the supervisory board (Tööinspektsioon, Päästeamet, etc.). The customer pays for the consulting service based on the current hourly rate. The price of the service includes 1 hour of specialist work during which further organisation-based activity is mapped and valued according to the actual work volume. 

Fire safety management

Fire safety management is a convenient and compact service that ensures the daily safety of a building or object through continuous operation control and specialist service. The customer will be able to customise the services that are suitable for them and will perform monthly, quarterly and annual maintenance or specialist activities in a timely and high-quality manner. With the administrative service, we represent the customer during a visit to the Rescue Board, insurance companies or other audits and, if necessary, prepare expert assessments. The service is suitable for commercial and production buildings of all sizes, the public sector, military facilities, ports and heritage protected buildings. All activities shall be documented by means of acts or other documents in use.
Only a valid fire safety specialist level 5 may provide the service; or fire safety expert level 6 a person with professional qualifications and an administrative service can be combined with THE services of A SHEQ specialist.

Object Safety Cycle

The safety manager performs a general inspection at the construction site at least once a week, during which the maintenance of the construction site and the work equipment used in the construction work, including scaffolding, ladders and lifting equipment, and compliance with occupational health and safety requirements are checked. On the construction site, the movement routes and their marking shall be checked and maintained if necessary; firmness and strength of work platforms; electrical installations which may be affected by precipitation; hazard labels; the use of personal protective equipment, storage of hazardous substances and combustible materials; the existence and maintenance of primary fire extinguishing equipment; the safety of excavation works; safety and competence of high-performance works; safety and competence of fire works; compliance with environmental requirements, etc. reports shall be drawn up on the inspections carried out at the construction site, which shall set out the persons who participated in the inspection, the time of the inspection, the deficiencies discovered and any suggestions for improvement. Drawing up technical drawings

We are drawing up schematic plans for evacuation, notification boards and other construction engineering drawings. Labels used in schemes meet industry standards or meet customer needs. Diagrams can be printed on different materials and, if necessary, we use at least one common foreign language on the diagrams.

Fire safety audit

We carry out fire safety audits on individual homes, auxiliary buildings, apartment buildings, as well as industrial, office and assembly buildings. Fire safety audit begins by examining the fire safety documentation of the construction work and is followed by an inspection of the object. The state and structures of fire safety installations shall also be checked during the inspection. As a result, a fire safety audit will be completed. If fire safety deficiencies occur, we will advise on their elimination. In addition, if necessary, we can provide assistance in remedying the identified shortcomings.

Expert assessment of heating systems

Expert assessments or audits of heating systems are usually required for two reasons. First, it provides the owner of the building with the necessary information on the safety of the use of fireplaces and explains whether a modification or repair of the heating system is necessary. Secondly, the expert assessment of the heating system is one of the many documents needed in the application process. Expert assessment of heating systems and heating fireplaces usually involves first checking of heating equipment and assessing the integrity thereof. In addition, the following aspects are also important:
  • inspection of stacks;
  • inspection of connecting flues;
  • assessment of the conformity of the heating system with building requirements, including fire safety requirements;
  • integrity of fire compartments;
  • review of existing documentation of heating system.
Expert assessment should only be carried out on a valid basis chimney sweeper-master level 5, potter Master level 5, fire safety expert level 6  a person with professional qualifications.

SHEQ Representative

SHEQ representative The (Safety, Health, Environment, quality) service is designed to support a team of a company or organization that must have at least one of the following:
  • working environment specialist;
  • work Environment Commissioner;
  • Member of the working environment Council.
  • quality specialist;
  • fire safety specialist;
  • risk manager;
  • safety driver, etc.
Our external specialist supports and represents the customer to the extent and under the conditions agreed in advance. Ventilation maintenance

Cleaning of ventilation systems is mandatory and according to EVS 812-2:2014 fire safety of construction works, the frequency of cleaning must be at least once a year, with maintenance intervals not exceeding 365 days. Ventilation ducts for professional kitchens must be cleaned according to the intensity of use:
  • at least once a quarter if the equipment is used 12 h/day –16 h/day;
  • at least once a half-yearly period if the equipment is used 6 h/day –12 h/day;
  • at least once a year if the equipment is used 2 h/day -6 h/day.
The service includes one system fire safety inspection and 1 h cleaning in the Harju County area. Elsewhere in the area or for more ventilation systems, ask for a personal offer.

Chimney sweeper service

Regular chimney sweeping helps prevent a number of dangerous situations. Soot and pitch build up in the chimney during the heating process and this can cause chimney fires over time. An uncleaned chimney is a high fire risk that could threaten the safety of the entire building and its residents. Maintenance of heating systems ensures that they operate efficiently. Once the chimney and heaters are clean, the heating system can pull properly and generate heat in time. The chimney sweeper service includes fire safety inspection and cleaning of one heating system in the Tallinn area. Elsewhere in the region or for more heating systems, ask for a personal offer. The chimney sweep must be carried out by a qualified specialist who holds the relevant professional certificate. Chimney sweeps shall have at least level 4 or level 5 professional qualifications.

Fire protection works

The purpose of fire protection and protection works is to ensure the resistance of fire protection structures to heat and insulation capacity to combustion gases and smoke. We carry out fire protection works across Estonia, offering fire-resistant and certified solutions for complex structures, including fire protection works for heritage-protected buildings. In the course of the works, we assess the load bearing structures of the construction work and inspect fire compartments to ensure their uniformity and integrity. In addition, we carry out construction work if deficiencies become evident in the course of fire safety audit which hinder obtaining a permit for use of the building. Approval of safety report

According to the Chemicals Act, the safety report is a mandatory document for enterprises with major hazard category A. The report shall include a risk assessment.  Requirements for the company safety report are set out in the Minister of Economic Affairs and infrastructure02.02.2016. a Regulation No 18 'requirements for mandatory documents of enterprises with dangerous and major hazards and their preparation and information to the public and notification of accidents1'in § 4.  The undertaking shall submit the safety report for approval to the Consumer Protection and Technical regulatory Authority, who shall submit it to the Rescue Board. The Consumer Tarbijakaitse ja Tehnilise Järelevalve Amet shall approve the safety report in cooperation with the Rescue Board.
