What is a public shelter? The public shelter is primarily intended for those close to it at the moment of danger. If you are at work or at home, you should stay in place in case of danger and find the nearest windowless room or basement to shelter. Public shelters are marked with a civil defense symbol. Their locations must be known to local governments and residents alike. Sheltering may be necessary in the event of a military threat, but also in other threats such as extreme weather, large fires, chemical attacks or riots. There are different behavioral guidelines for each hazard. For example, in extreme weather, it is enough to go indoors and close windows and doors. It is therefore important to always listen to and follow the instructions given by the State in a situation of danger with the utmost seriousness. In major Estonian cities, the Päästeamet, in cooperation with local governments, celebrates public shelters with the International Civil Protection mark.

What is a private shelter? A private shelter is primarily intended for those whose residence or immovable property is close to the source of the danger at the moment of danger. If you are in a private house, cottage or country home, you should stay put in case of danger and find the nearest windowless room or basement for sheltering. Private shelters are only public if the owner has disclosed its location and marked with a civil protection symbol.

Israel's M-type DU shielding doors

Israeli shelter Standard SI 4422 defines the specifications and characteristics of shelter doors for housing shelters, civil protection shelters, bunkers and other protected spaces. There are a variety of doors: from light doors in home security rooms to heavy-duty doors that withstand high explosion pressures and provide gas density, ballistic and fragment protection, burglar resistance and fire resistance. All doors are realistically tested with explosions and approved by Israel's Central Civil Protection Command (Home front Command).

Ukrainian DU shelter doors

Ukrainian heavy-class explosion-resistant and gas-tight doors suitable for installation in new buildings and existing structures. The doors are designed in accordance with modern Ukrainian civil protection shelter construction regulations and can also be adapted to ensure additional ballistic protection.

Shelter doors of Finnish type SO1 and SO2

Finnish type SO1 and SO2 have strong metal explosion and gas-resistant shelter doors, with optional fragmentation protection available. These doors are designed in accordance with Finnish standards for civil protection shelters

  • Door closed gas resistant, in order to prevent the entry of dangerous gases and to enable sheltering overpressurisation
