An operational card means the obligation of a person to prepare an operational card for a building in his or her possession. An operational map is a compact view of the technical data of the construction work, fire safety installations located in the construction work and other important information which is helpful to the rescue team in resolving the event. The possessor of the construction works has the obligation to submit an operational card. If there are several possessors, the owner of the construction work shall appoint a person responsible for the preparation and submission of the operational map who shall prepare and submit an operational map for the building to the regional rescue centre. The regional rescue centre of the transmitted operational map shall review and, if necessary, contact the person submitting the operational map. If the operational map is in order, the regional rescue centre shall coordinate the operational map.

The price of the service includes 1 hour consultation and further activity is mapped and priced according to the actual work volume.
The operational map can be submitted to the Rescue Board self-service environment.
The operational map shall be provided for the building:
- an undertaking which is required to submit a self-inspection fire safety report;
- ten - and more-storey buildings;
- a building of cultural value;
- the building where the monuments are stored.
The criteria for an operational card are set out in the Riigi Teataja in an easily-found economy and regulation of the Minister of infrastructure “requirements for documentation of building work, preservation and delivery of building documents and requirements for maintenance instructions, maintenance and submission thereof”.
More detailed criteria are laid down in the regulation of the Minister of the Interior entitled “fire safety requirements for construction works and requirements for water supply for fire fighting”. Annex 9 to that regulation sets out the format of the operational card.

Receipt from Output point
