Operational map

An operational card means the obligation of a person to prepare an operational card for a building in his or her possession. An operational map is a compact view of the technical data of the construction work, fire safety installations located in the construction work and other important information which is helpful to the rescue team in resolving the event. The possessor of the construction works has the obligation to submit an operational card. If there are several possessors, the owner of the construction work shall appoint a person responsible for the preparation and submission of the operational map who shall prepare and submit an operational map for the building to the regional rescue centre. The regional rescue centre of the transmitted operational map shall review and, if necessary, contact the person submitting the operational map. If the operational map is in order, the regional rescue centre shall coordinate the operational map.

Risk assessment of enterprise with major hazard

According to the Chemicals Act, risk analysis is a mandatory document of a company with a major hazard and a dangerous enterprise. In the case of an enterprise with a major hazard category A, the risk assessment shall form part of the safety report.
Requirements for the risk assessment of the enterprise are set out in the Minister of Economic Affairs and infrastructure02.02.2016. a Regulation No 18 'requirements for mandatory documents of enterprises with dangerous and major hazards and their preparation and information to the public and notification of accidents1'in § 2.
The undertaking shall submit the risk assessment to the Consumer Protection and Technical regulatory Authority for approval, who shall submit it to the Rescue Board. The risk assessment shall be approved by the Tarbijakaitse ja Tehnilise Järelevalve Amet in cooperation with the Rescue Board. When preparing the analysis, advice may be sought from the inspectors of the Safety Oversight Bureau of the Rescue Board.

Fire and evacuation exercise

Fire response and evacuation exercises provide participants with practical skills that can be applied immediately and have received a lot of positive feedback from customers. Training based on a plan to operate in the event of a fire and where the knowledge described is practically usable is assessed and necessary to ensure safety.
Fire Safety Actsubsection 6 (3) obliges the owner who is required to submit a fire safety report and organise a fire safety inspection to organise an evacuation exercise and an exercise in action in the event of fire once a year. Within the framework of the exercise on evacuation and operation in the event of fire:
- Simulate a real fire;

Self-control of fire safety

- institutions providing vital or utility services;

- industrial and storage buildings of fire hazard classes 2 and 3 with a surface area exceeding 1000 m ², the utility network or processes of which are related to a dangerous or major-accident enterprise, with the exception of fruit dryers.

Preparation of plan for operation in case of fire

The purpose of the plan to act in the event of a fire is to ensure the safety of people and prevent property damage in the event of a fire and it describes how the persons responsible can carry out a secure evacuation. The plan must be prepared in an enterprise or agency which has the obligation to submit a fire safety report for self-inspection and to carry out a fire safety inspection. The possessor of the construction works is responsible for the preparation of the plan.
The plan consists of an action plan and schemes for evacuation and operation in the event of fire and is the basis for the theory part of the exercise in operation in the event of fire.

Training in fire work

Fire works may be provided in Estonia as an economic activity by a person who holds a professional certificate or who has completed training in performing fire works and who holds a fire work certificate. The training shall be carried out in accordance with the requirements of the fire Safety Act. The purpose of fire work training is to ensure that the person performing the fire work has the knowledge and skills to perform safe fire work in order to prevent a fire and to act correctly in the event of a fire. The training day lasts 8 x 45 min for about 6 hours. A corresponding certificate shall be issued concerning the completion of the training. A fire certificate shall be valid for up to 5 years from the date of issue.

Fire fighting exercise

Fire fighting exercise the aim is to give participants basic knowledge and practical skills on how to use fire extinguishers in the event of a fire. If you need internal training in your organization, we can create a fire-fighting exercise that meets your needs. We organise the training outdoors and use either a sparkling learning extinguisher or real extinguisher used in the company. Up to 30 participants can be enrolled in group training.

Fire safety guidance for employees

When starting work, all employees must undergo fire safety instruction. This includes knowledge of procedures necessary to prevent fire, evacuation plans, use of fire extinguishing equipment and safety rules. Many establishments have separate responsible persons who organise fire safety and ensure that all requirements are complied with. These individuals supervise staff, conduct regular exercises and prepare risk analyses. We train different organisations across Estonia and adjust the guidance according to the nature of the work. In manufacturing plants, for example, we focus more on machine and equipment safety, while in office buildings we emphasize behavior in case of evacuation and electrical safety. During the training, we can carry out practical exercises where employees can try using fire extinguishers and other tools in a controlled environment. In addition, we also offer online courses that allow flexible learning and knowledge updating on a regular basis.
